It has become a national sport. Achievements inaugurated during national holidays abort before even starting. The trompe-l'œil decor resists any change. How many projects inaugurated by the country's officials, at different levels, remain non-operational? The case of a dispensary in the province of Tetouan was revealed to public opinion, but others remain ignored. As an example, we can cite a dispensary inaugurated last August in Louqouar, in the commune of Aït Seghrouchen, under the province of Taza. The local populations were reassured to finally see a health centre set up in their commune. And for good reason, this saves them a trip that is as difficult as it is costly to the nearest centre, namely Tahla.
But their surprise was great when they realised that this dispensary would not see any activity at all. A closure with the taste of a mockery.
The governor who had himself proceeded to the inauguration of this structure has not yet lifted a finger.
The sufferings of the inhabitants in the face of this obsolete mode of local management do not end in the absence of drinking water.
There is, in fact, a supply well that provided drinking water to the households of eleven local douars, but since 2007, it has stopped working. The president of the local commune, an unsuccessful candidate in the last legislative elections, did not digest the fact that the populations voted for someone else. The same goes for electrification operations. The inhabitants of Tamzrart were not authorised to join this service, despite the completion of the basic work.
