The role and constitutional place of civil society in driving a serious debate on regional work

Participatory democracy, territorial governance, decentralisation, and advanced regionalisation are all subjects that challenge civil society.

With the aim of highlighting the constitutional place of the latter and its role in driving a serious debate on these issues, particularly those relating to regional work according to the advanced regionalisation project, the Moroccan Coalition of Young Researchers is initiating a national meeting on 16, 17, 18, and 19 April in Tarfaya.

"What development for the Southern regions on the horizon of the implementation of advanced regionalisation?". Such is the theme of this meeting, which "aims to contribute to the public debate on the 2011 constitutional provisions relating to participatory democracy, territorial governance, decentralisation, and advanced regionalisation, based on Chapter IX of the Constitution, the report of the consultative commission on regionalisation and the advanced regionalisation project, as well as the report of the Economic, Social and Environmental Council on the development model for the Southern regions," indicate the organisers.

The least that can be said is that discussion and interaction between the components of civil society, institutions, and university researchers on these points, and particularly the advanced regionalisation project, are acutely necessary. Especially since the questions they suggest deserve in-depth reflection open to all actors and are of significant importance for the development of the Southern regions of Morocco.

The Tarfaya meeting, which is organised with governmental and non-governmental institutions, is therefore the ideal opportunity to address all these issues of national importance.

These points will therefore concern, in general, the political and economic aspects of the development of the Southern provinces on the horizon of advanced regionalisation and the activation of the autonomy proposal as a definitive solution to the Sahara issue, it is explained.

In addition to the two workshops on the programme, on "The place of civil society in the image of advanced regionalisation" and "Advanced regionalisation and the issue of elite women", participants will focus during this meeting on the potential challenges of autonomy on the horizon of the activation of the advanced regionalisation project; the problem of elites in the development of advanced regionalisation provisions; the theme of natural resource management to stimulate investment in the context of regional solidarity and national balance; as well as the place of the private sector between the development model of the Southern provinces and the prospects of advanced regionalisation.

During this meeting, participants will also debate advanced regionalisation in the context of decentralisation and deconcentration in Morocco: "The importance of the project and the obstacles to its rapid activation".

It should be noted that a scientific caravan will take young Moroccan researchers from various universities to participate in this event.
