The Faculty of Economic, Legal, and Social Sciences of the Hassan I University of Settat celebrated the graduation of the first class of the "Security and Risk Management" Master's degree. Introduced three years ago, the Master's in question aims to offer better knowledge and mastery of risk and insecurity in the three areas of economic activity, crisis management and in cases of political conflict, and the field of public force management.
During a graduation ceremony for this 1st class, which took place in the main amphitheatre of the Faculty, in the presence notably of the Wali of the Chaouia-Ouardigha region, deputies and presidents of elected councils, and the teaching staff, the President of the University, Ahmed Nejmeddine, affirmed that this class is the result of a pilot and unique partnership experience, on a national scale, between this university and the General Directorate of National Security (DGSN).
Following the convention signed between these two institutions, this Master's as well as a Professional Licence in Security Sciences were set up, he indicated, specifying that, within the framework of upgrading training in the matter, a partnership agreement was concluded with the Nayef Arab University for Security Sciences in Saudi Arabia, which resulted in the organisation, last March in Marrakech, of the Arab Forum on Maritime Navigation and its impact on security, with the participation of the Arab League. The University hopes to create a specialised Centre for Security Sciences, he indicated.
For his part, the Dean of the Faculty, Rachid Essaid, recalled that the creation of this Master's is part of the launch of new courses at the Faculty, not only to concretise the opening of the University to its socio-economic environment, but also to ensure the adequacy between training and employment.
The organisation, in 2009 at the Faculty of Law, of a study day on security and international cooperation was the prelude to the establishment of this Master's at the Faculty, he recalled, stressing that all higher education establishments under the University are increasingly involved in partnership with the public and private sectors, both in Morocco and internationally.
Speaking on behalf of the DGSN, Moulay Driss Alaoui, Director of Human Resources, notably stressed the importance of the convention signed about 4 years ago between the directorate and this university, which convention reflects their attachment to greater openness, for the training of executives up to the challenges of sustainable development. He noted that the graduation of laureates of this Master's is likely to contribute to the training of specialised human resources and to the effort of supervision in the field of security.
Thus, 50 laureates received their diplomas during a ceremony organised in their honour by the Hassan I University. Among the laureates, there are more than a third who come from the services of the General Directorate of National Security (DGSN), two journalists including our colleague, Abdallah Echakhs, four colonels of the FAR, a magistrate, a notary, and also 14 students.
The objective of the training is to allow students to have an education that covers all aspects of security sciences. The training indeed offers a global approach. It prepares students to understand and prevent the risks that people and property may incur, urban crisis management, information and infrastructure security, identification of critical points… with a view to diagnosing them and providing solutions. This licence also offers students in-depth and specialised training allowing them good insertion into the public and private labour market in the field of security. But to do this, one must first learn to differentiate between insecurity and criminality. Delinquency is only the objective aspect of insecurity; it is the measurable, quantifiable, and analysable part, it is made known.
