For about 30 years, the phenomenon of forming associations has emerged with unprecedented intensity, and with it, the support of municipal councils for associations, most of which were founded by some elected officials, either explicitly in their names, or hidden behind those tasked with covering up the real founders. The motive and incentive was the financial support allocated to associative work at a time when all vital facilities and infrastructure in the capital were very deteriorated.
