In this regard, during this session, chaired by the President of the Oriental Regional Council, Mohamed Bouarourou, and attended by the Wali of the Oriental Region and Governor of the Oujda-Angad prefecture, Khatib El Hebil, a partnership agreement project was approved regarding the programme to address shortages and strengthen infrastructure in the Oriental region during the period between 2025 and 2027, with a budget exceeding 1.92 billion dirhams.
The Council also approved a partnership agreement project for the implementation of the programme to address shortages and strengthen infrastructure for the city of Oujda during the period between 2025 and 2027, with a financial cost estimated at 1.55 billion dirhams.
These two agreements aim to improve the urban landscape, develop the quality of life, and increase the attractiveness and competitiveness of the region and the city of Oujda, through urban rehabilitation, strengthening transport and urban mobility, developing sports infrastructure and facilities, enhancing road connectivity, supporting entrepreneurship, and achieving sustainable development.
In this context, partnership agreement projects were approved for the completion of the rehabilitation of structured and strategic road axes in the region between 2024 and 2027, the preparation of the regional plan for energy efficiency and decarbonisation in the region, the use of treated wastewater for watering green spaces in the communes of Oujda, Ahl Angad, and Golf Isly, the amendment of the agreement concerning the development works of the entrance to the city of Oujda, as well as the approval of the classification of the "Northern Park of the City" among the public properties of the Oriental region.
The Council also discussed and approved a framework partnership and cooperation agreement project for the creation of integrated educational complexes within the framework of the programme to strengthen the school supply for the region, during the period between 2025 and 2027, with a budget estimated at 126 million dirhams.
It also approved a partnership agreement project for the tourism promotion and rehabilitation of the structures located at the level of the Fouchal, Tendrara, and Bouarfa stations, to develop the "Tourist Train" project with a budget estimated at 10 million dirhams, a partnership agreement project for the construction and equipment of the Tafoughalt camping centre in the Berkane province, and a partnership agreement project to finance and implement the project for "rehabilitation and improvement of the natural landscapes of the Figuig province oases".
The members of the Oriental Council discussed and approved a partnership agreement project for the rehabilitation, modernisation, and reconstruction of the weekly Souk of Beni Tadjite, Figuig province, with a budget estimated at 6 million dirhams, in addition to a special agreement project for the construction of a weekly Souk in the commune of Ahl Angad in the Oujda-Angad prefecture.
During this session, partnership agreement projects were also approved for the implementation of the integrated development programme for the emerging centres of the communes of Tafoughalt (Berkane province), Tendrara (Figuig province), and the village of Arkmane (Nador), during the period between 2025 and 2026.
The Council also approved a draft amendment to a supplementary partnership agreement to finance the rehousing programme for residents of certain neighbourhoods in the communes of Bouarfa, Bouanane, and Beni Guil in the Figuig province, and a draft amendment to a partnership agreement to finance the housing project for residents of the old mine, located in the commune of Beni Guil, who are threatened by the risk of collapse.
During this session, partnership agreement projects were approved, mainly concerning the supply of drinking water to the Douars of the Bouchaouene commune, in the Figuig province, as well as the creation of the regional development company for industrial zones, vocational training and qualification of young people for their integration into the labour market, and the promotion of football in the region.
On the sidelines of this session, a framework partnership and cooperation agreement was signed, involving the Wilaya of the Oriental region, the Oriental Regional Council, and the Regional Academy of Education and Training of the Oriental region, which was approved during this session for the creation of integrated educational complexes within the framework of the programme to strengthen the school supply for the region, during the period between 2025 and 2027, with a budget estimated at 126 million dirhams.
The President of the Oriental Regional Council, Mohamed Bouarourou, stressed in a statement to the press the importance of this extraordinary session, which saw the discussion and approval of a set of points, mainly concerning the rehabilitation of emerging centres, the construction of modern weekly Souks, and the urban rehabilitation of cities in the Oriental region, in addition to strengthening the educational supply in the region.
For his part, the Director of the Regional Academy of Education and Training of the Oriental region confirmed, in a statement to the Maghreb Arabe Presse agency, that the signing of the partnership agreement for the creation of integrated educational complexes will contribute significantly to reducing school dropout, encouraging the schooling of rural girls, and strengthening the educational supply, especially since these complexes meet the educational and sports needs, and openness activities for children in rural areas of compulsory school age.
