The harmonious and integrated development of cities can only be achieved through participatory and partnership-based actions that reinforce the efforts to be mobilised to implement priority policies for growth and urban upgrading. This was agreed upon by the participants at the reflection workshop held last Thursday at the headquarters of the Oriental wilaya on city policy, which was led by the Ministry of Housing, Urban Planning and City Policy. After the presentation of two reports—one on the main cities of the Oriental region by Abdelhay Azennoud, regional inspector of housing, urban planning and city policy, and the second on the presentation of the city policy platform by Abdelouahad Fikrat, director of planning at the same ministry—a fruitful debate was initiated, allowing the various partners of the city policy to express their respective points of view. Proposals were made covering all expectations and actions to be undertaken to make the cities of the Oriental region more attractive and economically competitive with an appealing living environment. In total, thirty-two speakers issued forty recommendations that can be grouped into seven areas:
-* 1: The foundation of the approach and the elements of the strategic vision in the field of city policy,
-* 2: The socio-economic framework of the desired development, 3: Planning and intervention tools,
-* 4: Funding sources,
-* 5: The identity and heritage of the city,
-* 6: The legal aspect and good governance and
-* 7: The institutional aspect (who will do what and how).
All of these proposals were formulated by the city policy partners, namely local and regional elected officials, commune presidents, representatives of external services, professional associations, parliamentarians, the media, and for the first time, representatives of civil society who demonstrated that they are a force for proposals equal to the expectations. "The results of this consultation will enrich the government programme which aims to implement a proactive, participatory and inclusive city policy strategy, with the ultimate goal of the citizen's fulfilment within their urban living environment." This is explained in the presentation note distributed to the participants of this reflection day. Commenting to ALM on the importance of this type of consultation, Said El Hébil, head of the studies department at the Oujda Urban Agency, stressed that the specificity of the new approach lies in the fact of involving everyone while trying to complement and enrich the sectoral logics that have demonstrated their limits.
