Over the years, the INDH has allowed the province of Moulay Yacoub to emerge from the shadows. More than 400 socioeconomic and cultural projects have been set in motion since the launch of this initiative, with the creation of income-generating activities here, equipment, women's centres, and youth houses there, thus transforming the face of this predominantly rural province. The dynamic continues, moreover, with the realisation of nearly 215 projects from 2011 to 2014, reveals the provincial committee of the INDH of Moulay Yacoub during its ordinary session held recently at the province headquarters. These projects have absorbed a total budget of 63 million DH and have benefited nearly 89,000 people. In detail, the balance sheet for these last three years shows 118 projects dedicated to the fight against poverty in rural areas for the benefit of 47,000 people, 15 projects registered within the framework of the fight against precariousness for the benefit of 11,000 people, and 82 projects falling under the Transversal Programme for the benefit of 30,000 people. For the year 2014 alone, the provincial committee of the INDH of Moulay Yacoub has just confirmed the completion of socioeconomic projects launched in the rural commune of Ain Bouali with a budget of 227,000 DH, the validation of 17 projects out of 37 presented within the framework of the INDH Transversal Programme with a total budget of 2.506 MDH, and 10 projects out of 28 presented within the framework of income-generating activities with a total budget of 2.352 MDH. "Some projects aim to improve the daily life of the population of the communes of Moulay Yacoub and facilitate their access to equipment and social services, while others aim to encourage schooling in the rural world, the fight against school dropout, and the development of cultural and sporting activities through support for associations and the strengthening of their capacities," it was explained during this ordinary session, while focusing this year on the development of preschool education. That said, these various projects, despite their significant impact on the daily lives of the province's inhabitants, remain confronted with a certain number of difficulties raised by the provincial committee of the INDH in Moulay Yacoub. These include, in particular, the lack of qualifications necessary to properly conduct the participatory diagnosis and translate the real needs of the population into studied projects, and the weakness of the leverage effect for the three programmes (transversal, rural, and precariousness). To this is added the high rate of poverty (16.65%) and illiteracy (62.5%) at the level of the province, with 7 rural communes where the poverty rate varies between 20.36% and 24.64%, constituting a major handicap.

Another drawback recorded by the provincial committee: The absence of the province in the territorial upgrading programme, knowing that it has 9 rural communes out of 10 targeted by the programme to fight poverty in rural areas. A big step forward should also be taken in 2014 to strengthen the participatory approach and involve the inhabitants of the province more, especially young people and women. It is above all a question of encouraging them to group together into associations and cooperatives to successfully carry out development projects that should allow them, in the long run, to get out of poverty and exclusion.
