Promotion of partnership and rural areas

The members of the Khemisset provincial council recently held their ordinary session for the month of October at the province headquarters under the chairmanship of Hassan El Filali, president of the council, in the presence of the governor of the province, Hassan Fatih, the secretary general, Abdelhak El Hamdaoui, members of the councils, and heads of external services. 17 points were on the agenda. During this session, the council unanimously adopted the provincial budget for the year 2013. Overall, revenues amount to 66.138 million DH, while expenses are around 61.559 million DH. The council also proceeded to the programming of the 2012 budget surplus, which amounts to 4.579 million DH. It therefore decided to allocate this sum to various socio-economic projects such as the construction of roads in rural areas, the acquisition of school transport buses for rural areas, and an ambulance for the rural commune of Kanzra. The council also unanimously adopted the ten partnership agreements on the agenda. On this occasion, the governor of the province, Hassan Fatih, indicated that the provincial council had to adopt a methodology in the programming of development projects contributing to the stimulation of investment opportunities in the province, stressing that several social projects will be carried out in the province.

Mr. Fatih also indicated that the province's services were prepared to collaborate with the elected councils in order to breathe new life into the development process in the region. He also urged elected officials and heads of external services to combine their efforts to meet the challenges of the province's economic development, so that it becomes an economic hub of the Kingdom. Mr. Fatih stressed that the Khemisset province had to develop an action programme for strengthening partnership relations with a view to ensuring harmonious development. The objective being, according to him, to promote the development of rural areas and to strengthen basic infrastructure. For his part, the president of the provincial council, Hassan El Filali, made a point of reminding the members of the council that they had to provide more effort so that the Khemisset province remains one of the most important in the Rabat-Sale-Zemmour-Zaer region and to promote its take-off through optimal exploitation of the opportunities offered and available resources. The provincial council now plans to adopt a partnership policy with state institutions in the context of contractualisation, aiming to optimise the resources of all partners within the framework of a real project for the province. This policy must be part of a global vision of development favouring social cost, concluded Mr. El Filali.


Education, a priority

A presentation was given on the 2012-2013 school year. Furthermore, on the occasion of the start of the school year, the provincial delegate for National Education, Ouahid Dami, visited several schools. He affirmed that the current school year has opted for a significant pedagogical style based on quality within schools. The operations for the distribution of supplies and books concerned 160 schools, including 93 in rural areas, and required a budget of 6.207 million DH. This initiative, he said, aims to give a strong impetus to the generalisation of fundamental education and to the affirmation of its compulsory nature, so as to guarantee equal opportunities and fight against school dropout.
