This particular session, which was chaired by Moulay Abdelghani Abou Hani, Director General of Architecture and Urban Planning, in the presence of the governor of the province of El Jadida, Mouâad El Jamaï, and to which the management of public establishments and privatisation was invited, started normally with the presentation of the report by Laaraich El Mostafa, director of the Urban Agency, who detailed the 2013 balance sheet, the indicators of which are in the green since the coverage in urban planning documents has reached a rate of 100% at the level of the province of El Jadida and that of Sidi Bennour, as well as the execution of the action plan at the professional level at 86%, not counting some 4,116 projects instructed with 68.4% favourable opinions and an induced investment amount of approximately 4.4 billion dirhams and a total area mobilised of 1,254.4 hectares. But the rebound occurred when the board of directors began the debate on a series of resolutions concerning the new institutional framework of the Urban Agency of El Jadida, in which the role of the member of the deliberative body regarding the administration of the Urban Agency is strengthened and where the opportunity is provided for administrators to bring added value to the work of this establishment. This reform will allow the Urban Agency of El Jadida to embark on the path of change and improvement of management, and will also be able to radiate to other Urban Agencies for the implementation of this new institutional framework where the State, the board of directors and the Agency will each have to play, as far as they are concerned, a real role for the growth of the Urban Agency's field of intervention. In this context, the main resolution was approved unanimously by the deliberative body of the governance improvement project established on the basis of the Constitution and the Code of Good Governance Practices for public establishments and enterprises in Morocco. But the most important thing was the creation of specialised committees within the board (audit, investment, strategy and governance committee) which will have to coordinate their efforts to design a global vision of the Urban Agency's intervention strategy, its mode of operation and especially its evaluation. On this subject, it is important to underline that the governance project of the Urban Agency of El Jadida does not date from yesterday. For the story began with the selection of the Agency in 2011 as a pilot public establishment among the ten establishments selected at the national level for the implementation of the provisions of the Moroccan Code of Good Corporate Governance Practices. Subsequently, it invested in this good governance project through multiple participations in actions initiated by the Ministry of Economy and Finance, notably the national "Hakama" programme financed by the World Bank and the twinning with the German Federation. This participation in the national "Hakama" programme was a real opportunity for this establishment, which is the first of its kind in Morocco, because it will allow it to be part of a vast project of modernisation and contractualisation and which will be the subject of monitoring by the World Bank to support the adoption and implementation of its governance improvement plan. The protocol for this World Bank loan, amounting to 200 million US dollars and which is devoted to development policy, was signed by Morocco on 2 December 2013. Referential framework of the Urban Agency's mission Created on 19 October 2006, the Urban Agency of El Jadida is a public establishment endowed with legal personality and financial autonomy, subject to the supervision and financial control of the State. Through its missions, the Urban Agency of El Jadida acts in close collaboration with its local partners to contribute to the development of the territory project concerning the provinces of El Jadida and Sidi Bennour for the development of investment and the supervision of urban development. The territorial jurisdiction of the Urban Agency of El Jadida is delimited to the west by the Atlantic Ocean, to the south by the province of Safi, to the east by the wilaya of Marrakech and to the north by the province of Settat. It occupies an area of 6,000 km², or 45% of the area of the Doukkala-Abda region of which it is a part. Its area of action is limited to the province of El Jadida (3 urban communes and 24 rural communes grouped within 4 circles: El Jadida, Azemmour, Haouzia and Sidi Smaïl) and to the province of Sidi Bennour (2 urban communes and 23 rural communes grouped within 2 circles: Sidi Bennour and Zmamra).
