Agadir: The Municipal Council adopts the 2027 budget
The Agadir Municipal Council adopted, during its ordinary session for the month of October, the draft budget for the year 2027 as part of the continued implementation of the 2022-2027 municipal action plan. The 2027 budget is based on consolidating the municipality's financial balances, through the strengthening of revenues and the control of operating expenses, indicated a statement from the Agadir municipality on Wednesday, adding that this approach should allow for maintaining a significant level of savings and self-financing, while mobilizing additional resources to stimulate investment. Operating revenues are expected to reach 850 million dirhams (DH) in 2027, an increase of 7.46% compared to the 2026 budget, while operating expenses are expected to stand at 571.7 million DH, which corresponds to an increase of 5.68%, the statement specifies. The growth of revenues at a faster pace than expenses will allow for a projected surplus of 278.3 million DH, which will be allocated to financing the equipment budget. These forecasts are in line with the financial trajectory recorded by the municipality in recent years, the same source emphasizes, noting that operating revenues rose from 514.6 million DH in 2022 to 818.4 million DH in 2025, an increase of 59%. Revenues managed directly by the municipality recorded an increase of 86% over the same period, the statement asserts, adding that the municipality has ensured the control of the evolution of operating expenses, the increase of which was limited to 35% between 2022 and 2025, a rate lower than that of revenue growth. This orientation has contributed to widening the savings margin and strengthening the municipality's self-financing capacity, thus offering greater possibilities for allocating resources to investment. This financial dynamic resulted in an increase in the operating section surplus, which climbed from 206.3 million DH in 2022 to 402.3 million DH in 2025, corresponding to an increase of nearly 95%, the text notes, adding that the total surpluses allocated to financing equipment over the 2022-2025 period reached nearly 1.314 billion DH, thus strengthening the contribution of the municipality's own resources to the financing of its investment programmes. In line with this trend, the 2027 budget allocates a total envelope of 278.3 million DH to the equipment budget, "reconciling respect for the municipality's financial commitments and the continued implementation of programmed projects," the statement indicates, adding that a total envelope of 170 million DH is devoted to the repayment of the principal of the debt, while 108.3 million DH is intended for the implementation of several projects included in the municipality's action plan, including urban development projects in Tikiouine and Bensergao.
