Within the global framework of the relevant and crucial project of restructuring the national, regional and local bodies of the Socialist Union of Popular Forces, the 7th Provincial Congress of Agadir-Ida Outanane was held on Sunday, June 29, 2025, the inaugural session of which was chaired by the First Secretary of the Rose party, Driss Lachguar, who stressed, first and foremost, that the party of popular forces has always considered that these works have a particular character given the historical importance of the roles played by the Ittihadi militants from this city and more globally from all the components of the Souss region.
The First Secretary launches an appeal to all USFP members for a new renaissance in a city that has always constituted an Ittihadi citadel
In this regard, the head of the party of popular forces recalled that many militants and resistance fighters have always made great sacrifices – body and soul – in favour of the country's independence and for the defence of dignity, freedom and social justice, highlighting the militant potential standing in their authentic and sincere deployment for the independence and flourishing of the country and its liberation from the yoke of foreign occupation.

Driss Lachguar also noted that the city of Agadir was historically and geographically labelled as being part of the South of the country. Nevertheless, this city as well as its region have moved to become the "middle and centre of the country". To this effect, he highlighted, "we other children of the south, we have reintegrated it although we left it to go and live in the centre...", while specifying however that "the people of the Souss have always been the best ambassadors of their culture in all directions".

On this, the First Secretary of the party of popular forces indicated that in the middle of Oujda in the East, Tangier in the North, Casablanca and Rabat in the centre and the Sahara in the South, the Soussi is at the entrance of the "Rass Derb" district, the people of the Souss having "migrated" always leaning on their culture, while confessing: "I am the son of a grocer and a housewife, both from the Souss... I was born occasionally in Rabat because at certain times, there were famines pushing for migration, in search of pasture, a dignified life and flourishing".

Driss Lachguar, addressing the inhabitants of Agadir, proclaimed: "You must be proud of your region because you enjoy a distinct geography, the Almighty having gifted you with a pleasant geography (the sea, hotels and tourism), which has favoured your attachment to the other regions of the country by means of a motorway and the very near arrival of the TGV (High-speed train)... Thus, whether we like it or not, your region boasts spatial justice despite all the painful aggressions suffered throughout history, namely the disastrous effects of "Covid" and the drought".

Furthermore, the First Secretary of the party of popular forces continued by recalling that it was not easy, particularly in 1975 during the launch of the Green March, to reach this level of development in the particular context of the international balance of power games that marked the region and that one could not imagine that the struggle for territorial integrity was conceivable because "we found ourselves targeted by two kinds of animosity, that of the neighbours in the East and that dictated by the forces of bipolarism which divided the world into a single-party system - globalist vision - and the West on the other hand..."

Moreover, the Ittihadi leader highlighted that the founders of the National Union of Popular Forces prior to the change of name to become the "Socialist Union...", are in any case the people of the Souss, even though some claimed that this party was founded by the working class and others arguing that it was the work of the remaining sections of the liberation army and armed resistance (...)

Thus, added Driss Lachguar, one could add to these three assertions an essential factor regarding the creation of the USFP, namely the fact that the inhabitants of the Souss, through all the twists and turns of history, have always favoured the choice of the Socialist Union of Popular Forces. "To this effect, we call on our brothers in Agadir to work towards a new renaissance in this city that we consider as a resistant Ittihadi front".

On the other hand, the First Secretary of the Socialist Union of Popular Forces evoked the 1976 communal charter which consecrated the primacy of the management of communal affairs in the hands of the territorial administration under the authority of the caids, pashas and governors... adding that subsequently the elected officials had no role regarding the management of the affairs of their cities and communal agglomerations, this coinciding with the launch of the Green March conceived by the late Sovereign Hassan II.

From then on, highlighted Driss Lachguar, the party of popular forces boasted the votes of the Gadiris who have always given their votes to the USFP, the party that deployed itself through its elected officials in an ambitious and assiduous process of improving the living conditions of the population by turning shanty towns into new well-structured neighbourhoods taking into account fundamental human rights including decent housing among others... "This is what explains the unwavering attachment of the Gadirie population to the USFP for nearly forty years..."

But alas, regretted the Ittihadi official: “What happened afterwards? The epidermis has left our depths, the morbid competition being among us due to competition between our egoisms... And we, we are incapable of finding a rational explanation for it, the phenomenon being totally human..."

Driss Lachguar attempted to explain this state of affairs which he estimated as a general human phenomenon by developing a revealing and very eloquent historical event, namely that following the success of the mission of the divine messenger, the Prophet Sidna Mohammed, chaos came to disrupt the success of the process of spreading Islam through completely subjective claims.

In this vein, estimating that what happened, concerning the USFP in Agadir, turns out to be a model that confirms this rule, the First Secretary of the party of popular forces exclaimed: "We are not many, we must not divide ourselves even more!".

 "Indeed, he developed, more than 6 or 7 parties have formed by deserting the ranks of the USFP for 25 years (not in the era of this new leadership) and by alleging that the Ittihadie Union is a corrupt party, hence their posture as correctors holding the monopoly of correction... However, confronted with objective reality, they found themselves back at square one, failing and completely unreliable...".

On the other hand, Driss Lachguar emphasised the invaluable efforts of the Ittihadies in implementing the great Royal project relating to the city of Agadir, having alluded to the position of the party of popular forces within the Agadir communal council by affirming that "our position as Ittihadis must not be in opposition but to participate in the perfection of the projects launched in Agadir, instigated moreover by former Ittihadis...."

"We have opted, he hammered, for the continuation of the realisation of the same projects, especially since Morocco is already confronted with great national contexts including the preparation of the Africa Cup competitions as well as the realisation of the railway line (TGV) and the preparation of the city to effectively become the city of the centre of the Kingdom on the economic but also urban level...".

And to highlight that the Atlantic port of Dakhla is called upon to become the first portal among the other various ports, which requires the combining of all efforts to succeed in this performance.

Finally, the First Secretary of the USFP, Driss Lachguar, did not fail to salute the efforts of Al Bachir Khanfar who "played a considerable role in the management of the party's affairs at the level of this province" while expressing his satisfaction with the "rejuvenation" of the party's bodies at the level of this province, but also the opening of the party to new skills and potential through the project of renewing the party's structures.

Driss Lachguar also took care to call for regrouping around the first National Cause, but also with regard to the Palestinian question far from any kind of far-fetched political grandstanding...
