The progress rate of projects planned under the Regional Development Programme for the 2022-2027 period in the Tanger-Tétouan-Al Hoceïma region has reached 70%, thanks to the signing of more than 323 agreements adopted during council sessions.
The Northern Regional Council presented the results of the first half of its mandate, which includes the contractualisation of more than 160 projects out of a total of 233 programmed projects. The progress rate thus reaches 70% in the implementation of projects planned for the 2022-2027 period, in accordance with the Regional Development Programme.
Up to the July 2024 session, the council approved 233 projects through 323 agreements, including framework agreements and specific conventions, with a total budget of approximately 17.42 billion dirhams, representing more than 88% of the total programme budget, which amounts to 19.65 billion dirhams.
The financial contribution of the Regional Council amounts to more than 6.26 billion dirhams, representing nearly 92% of its planned financial share in the 2022-2027 Regional Development Programme, which amounts to 6.77 billion dirhams.
Regarding the financial execution of the projects, the region has disbursed more than 2.65 billion dirhams under the agreements concluded to date, which is equivalent to 42% of the financial commitments made and 29% of technical achievements.
The council emphasised that these figures reflect the level of real progress achieved in the implementation of regional development projects and testify to its success in mobilising the necessary funding, both own and shared, to materialise these initiatives aimed at ensuring sustainable and inclusive development across all provinces of the region.
Among the main achievements in the fields of economic, social and environmental development, the report highlights the significant progress made in the implementation of the 2022-2027 Regional Development Programme. This programme was developed in harmony with strategic and prospective royal guidelines, in line with the axes of the government programme and in response to the aspirations of citizens.
The Regional Council, in close partnership with the Wilaya, prefectures, provinces and territorial collectivities of the region as well as with several institutional partners, has undertaken the realisation of major projects in areas falling under its own or shared competencies. These projects have mainly focused on strengthening infrastructure in the various provinces, supporting the local economy and promoting territorial equity.
Among the structuring economic projects, the council has implemented initiatives aimed at creating a favourable environment for investment, such as the development of industrial and economic zones. This includes the Loukkos agricultural hub and the economic and artisanal activity zone in the Fahs-Anjra province, as well as more than five industrial zones currently under construction in other provinces.
The NORDEV Fund, the first regional fund intended to stimulate investment, was created with an envelope of one billion dirhams over five years to support investment projects, thereby strengthening the economic attractiveness and competitiveness of the region.
In terms of infrastructure, approximately 190 million dirhams have been devoted to improving road and urban infrastructure through more than 13 redevelopment and dual-carriageway projects for classified roads, which has allowed for the extension or improvement of more than 530 kilometres of roads.
Regarding social justice and the reduction of territorial disparities, the council has deployed considerable efforts to reduce regional gaps, notably by improving road infrastructure, expanding the electricity network in rural areas and facilitating access to drinking water.
In the education and vocational training sector, the council has renovated more than 200 units and health facilities within schools and boarding schools, while fighting against school dropout rates by supporting school transport through the creation of two local development companies in the Ouezzane and Fahs-Anjra provinces.
In health, the council has invested more than 180 million dirhams to strengthen health services, notably by supporting associations and patient support centres, which has allowed more than 24,100 patients to benefit from care and medication.
In the sports field, more than 68 million dirhams were allocated between 2022 and 2024 to develop infrastructure and support sports clubs, with more than 22,000 participants in the supported activities.
Finally, in the culture and heritage sectors, significant investments have been made, such as the restoration of historical monuments and the enhancement of ancient cities like Tétouan and Tanger, while supporting more than 280 cultural and artistic festivals to promote regional identity.
