Tangier – The President of the Tangier-TĂ©touan-Al Hoceima Regional Council, Omar Moro, confirmed this Friday in Tangier that the development sought from advanced regionalisation is measured primarily by the extent of the implementation of plans, programmes, and projects on the ground.
Mr. Moro said in a speech during the opening session of the second edition of the National Conference on Advanced Regionalisation, organised under the high patronage of His Majesty King Mohammed VI, under the theme "Advanced regionalisation between the challenges of today and tomorrow", that "the development expected from advanced regionalisation is measured primarily by the extent of the achievement and implementation of the plans, programmes, and projects that are proposed and discussed in the regional councils on the ground, so that the citizen can feel it through the improvement of their daily conditions, represented in transport, education, health, work, and so on".
He added that the outcomes of this conference are highly relied upon to find realistic, practical, and pragmatic solutions to make regional councils effective bodies and a key partner for government departments in implementing sectoral programmes at the territorial level, in full respect of the natural, territorial, social, and cultural specificities of the various regions of the Kingdom.
In this regard, Mr. Moro confirmed that the evaluation of this major project of advanced regionalisation, in its second term, must lead to ways that enable the regions to consolidate gains and overcome challenges, so that they can fully perform their constitutional and developmental role, to move forward in the process of proximity democracy and participatory democracy, as strategic choices that His Majesty King Mohammed VI has consistently recommended working towards.
He noted that the programme of the six workshops, which will span two days, includes topics of extreme importance and relevance, due to their connection to the questions and problems that accompany the exercise of the regions' competencies, pointing out that it concerns the challenges of promoting the attractiveness of territorial areas and encouraging productive investment, in light of the gains of advanced regionalisation, the recommendations of the New Development Model, and the government's strategic sectoral choices, so that the regions can achieve the desired growth within the framework of integration between regions.
The opening session was marked by the Royal Message sent by His Majesty King Mohammed VI to the participants in this conference, which was read by the Minister of the Interior, Mr. Abdelouafi Laftit.
This event, organised on the initiative of the Ministry of the Interior and in partnership with the Association of Regions of Morocco, constitutes an important moment in the implementation of the advanced regionalisation project, as a structural reform and a strategic choice to strengthen the path of territorial development, in light of the high Royal directives.
Participants in this meeting will highlight successful initiatives and structural projects completed in various regions, with the aim of encouraging the exchange of experiences and reflecting on innovative and appropriate solutions to territorial challenges.
