The Ministry of Energy Transition and Sustainable Development continues its strategy of implementing Territorial Climate Plans. At this stage, it is the turn of the Rabat-Sale-Kenitra region to equip itself with its own Territorial Climate Plan. Indeed, Morocco has opted for the promotion of a territorial dynamic to fight against climate change, by equipping ten regions with their Territorial Climate Plans. The regions concerned are Marrakech-Safi, Souss-Massa, Casablanca-Settat, Beni Mellal-Khenifra, Laayoune-Sakia El Hamra, Guelmim-Oued Noun, the Oriental, Tangier-Tetouan-Al Hoceima, Draa-Tafilalet, and Dakhla-Oued Eddahab. This initiative falls within the framework of the territorial implementation of climate policy and advanced regionalisation. “These Territorial Climate Plans constitute tools for planning and implementing various adaptation and mitigation measures that are aligned with and respond to local specificities,” explains the Department of Sustainable Development.
This project sets the territory's objectives and defines a programme of actions to achieve them, notably through mitigation measures aimed at limiting the impact of the climate on the territory by reducing greenhouse gas (GHG) emissions. It also aims to implement adaptation actions to reduce the vulnerability of the territory in a context where the impacts of climate change can no longer be entirely avoided, even with significant mitigation efforts.
To achieve this, it will be a matter of identifying the foreseeable impacts of climate change that could occur at the regional level; on populations, natural resources, and socio-economic activities, but also to understand how climate change is already being taken into consideration by the actors of the target region. This project will also make it possible to identify the adaptation and mitigation needs felt by the populations but not met due to a lack of resources, and to develop a portfolio of priority sectoral adaptation and mitigation projects, including pilot demonstration projects, and to define accompanying measures (institutional and governance measures, communication and awareness actions, strengthening the capacities of regional and local actors in terms of fighting climate change, improving knowledge management, and research and development actions).
It is also a question of guiding the policies and actions of the target region by anticipating the foreseeable impacts of climate change; building synergy around an integrated vision focusing on a regional action strategy and ensuring the development of the Territorial Climate Plan for the target region and highlighting the challenges posed by climate change by all stakeholders; proposing precise monitoring-evaluation indicators and raising awareness among local actors (general public, partners, and agents) about the various climate issues. As the same source explains: “Conscious of the scale of the climate change phenomenon across the entire territory, and of its specificities and impacts on the socio-economic development of the Kingdom of Morocco and at the regional level in a differentiated manner, the government of the Kingdom of Morocco has committed to a proactive and responsible approach to fighting the effects of climate change and strengthening resilience, while granting particular interest to the planning of climate action at the national and territorial levels”. And adds: “The National Climate Plan has allowed the country to gradually trace the contours of its low-carbon and climate-resilient development and to get all national stakeholders to adhere to the Kingdom’s main climate projects”.
In addition, Morocco grants growing interest to adaptation, which has made it possible to create a strategic adaptation plan to support policymakers and stakeholders at all levels (national and territorial). It is about increasing the resilience of natural ecosystems and social and economic sectors in the face of the impacts of climate change.
Implementation of the mitigation plan
Ambitious: An ambitious and realistic mitigation plan for the Rabat-Sale-Kenitra region will be implemented. This approach will be based on the updated results of the national GHG emissions inventory of the fifth national communication, the national low-carbon strategy, as well as on the strategic orientations and projects included in the Kingdom’s Nationally Determined Contribution (NDC).
“This plan must include, on the one hand, specific actions for the key sectors identified in the National Low-Carbon Strategy (SNBC) as being priorities for decarbonisation (energy, building, transport, agriculture, industry, forestry, and waste). These sectors, representing the main levers for reducing emissions, must be analysed in depth in order to propose mitigation measures adapted to the regional specificities and the economic and environmental potential of each sector.
On the other hand, the development of the mitigation plan must be based on a rigorous analysis of the sectoral strategies and policies in force,” notes the same source.
