The Minister Delegate to the Head of Government in charge of Investment, Convergence and Evaluation of Public Policies, Karim Zidane, paid a visit to the Béni Mellal-Khénifra region, as part of the implementation of the private investment strategy in this region.
In the process of development, can the Béni-Mellal-Khénifra region compete with the major economic hubs of Morocco? During this ministerial visit, the objectives of the private investment strategy at the regional level were examined in detail. Minister Karim Zidane stressed that “this initiative is part of the implementation of the high guidelines of King Mohammed VI aimed at strengthening the attractiveness of the region and stimulating private investment as the main engine of economic development”.
For his part, the Wali of the Béni Mellal-Khénifra region highlighted the promising potential of the region to attract investments, noting that all the necessary conditions have been met to welcome investors in the best conditions, in order to position the region among the major economic hubs of the Kingdom. He also invited all concerned actors to “redouble efforts to make the region a site conducive to the reception and development of investment projects”.
An expanded meeting bringing together all the actors of the investment ecosystem at the regional level allowed for an in-depth discussion of the situation and prospects for investment in the region, particularly through the strengthening of the regional offer in terms of investment.
The Director General of the Regional Investment Centre (CRI) specified in his presentation that “the balance sheet of the unified regional investment committee has recorded a significant increase, with the approval, over the 2022-2024 period, of public and private investments of approximately 86 billion dirhams, testifying to a very positive investment dynamic at the regional level”.
These results are the fruit of the involvement of the Wali, the CRI, and all the members of this committee.
To strengthen and continue this dynamic, within the framework of the national strategy for the promotion of private investment, the objectives set for the Béni Mellal-Khénifra region over the 2022-2026 period consist of mobilising 21 billion dirhams of private investment and creating 23,000 jobs thanks to the main sectors of the region: agriculture, agri-food industries, mining industries, and commerce.
Promising sectors such as tourism, energy, information technologies, and telecommunications are also concerned by this mobilisation.
The meeting also provided an opportunity to highlight the importance of the role of Moroccan investors, including those of the diaspora, in the development of this region in particular. The ministry is mobilised to accompany and support Moroccan investors, especially since national private investment represents two-thirds of total private investment, as well as to guide foreign investors towards the Béni Mellal-Khénifra region and help them discover its assets.
This visit was marked by the presentation of the results of regional consultations on investment, conducted throughout the year 2024 and involving public institutions, the private sector, and civil society. These consultations made it possible to draw up recommendations focused on improving the business climate, strengthening the competitiveness of the region, and developing key and emerging sectors with high added value. These recommendations have been integrated into the “white paper on investment”, which will be published as a strategic document reflecting the commitment of regional actors to the development of the region.
The minister visited the headquarters of the Regional Investment Centre (CRI) of the Béni Mellal-Khénifra region and held a meeting with all the centre's executives in the presence of the Wali. This meeting allowed for the presentation of the new government vision to strengthen the role of the CRIs, as well as to detail the strategic guidelines aimed at promoting private investment and allowing investors to benefit from the incentives provided by the new investment charter.
The visit concluded with the presentation of the plans for the construction project of the new headquarters of the CRI of Béni Mellal-Khénifra, which aims to improve the working environment and the reception of investors, in harmony with the efforts deployed to strengthen investment in the region.
Thus, the minister met with investors from the Béni Mellal-Khénifra region to discuss the role of the CRI in supporting their projects, as well as the prospects for promoting regional investment through the improvement of the business climate and the removal of obstacles encountered by investors.
