This meeting, chaired by the Governor of Larache province, El Alamine Bouassam, in the presence of local and security authorities, heads of relevant territorial communes, and officials from cooperation, the Provincial Delegation for Health and Social Protection, and the Provincial Directorate of Equipment and Water, comes in implementation of the High Royal Instructions aimed at taking emergency measures and necessary actions through the comprehensive mobilisation of all logistical means and human resources to ensure the provision of support and assistance to the population affected by the cold wave.
In his speech on the occasion, Mr. El Alamine Bouassam emphasised that this meeting is intended to raise the level of coordination between various services and local authorities to ensure the effective implementation of the national plan prepared for the current 2024-2025 winter season, to monitor the situation's developments, and to intervene immediately when necessary through rapid response to any emergency, as well as to take proactive preventive measures through continuous monitoring and evaluation of the field situation.
The territorial official also stressed ensuring the normal supply of basic food items and heating materials in the affected areas, mobilising machinery and equipment to break the isolation of areas threatened by road closures to ensure the continuity of transport and communication networks in the targeted areas, and ensuring their positioning near routes, crossings, and passages threatened by closure, while organising the distribution of food aid, blankets, and firewood to the most affected groups, and securing rapid and immediate intervention to rescue residents in critical and emergency situations.
Mr. El Alamine Bouassam urged all stakeholders, including local authorities, government actors, and elected officials, to join forces and cooperate to implement the programmes specific to this operation.
Interventions by representatives of the relevant ministries served to recall the efforts made and the programmes set to increase readiness for intervention in accordance with the climatic conditions in the province.
In this regard, Karima El Houari, representative of the National Cooperation Delegation, recalled in a statement to the Maghreb Arabe Presse (MAP) the partnership agreement with the Provincial Committee for Human Development of Larache province, the Provincial Delegation for National Cooperation, the Provincial Delegation of the Ministry of Health and Social Protection, and the Nidaa Association for Social Assistance in Larache to carry out the project "Management and operation of a mobile social services unit for the benefit of people in street situations," highlighting that shelters and the mobile social services unit are being mobilised within the framework of campaigns to combat the effects of the cold in Larache province, by providing care, medical, and psychological monitoring services and promoting the social and economic integration of the targeted groups.
For his part, the Delegate for Health and Social Protection, Chawki Oumirane, recalled the medical campaigns scheduled within the framework of the "Riaya" operation, reviewing the programmes planned for implementation in this context over the coming weeks.
As for the Provincial Director of Equipment and Water, Azzedine Ait Taleb, he addressed the arrangements made by the Provincial Directorate, in coordination with local authorities, which include mobilising human resources and utilising the necessary logistical means to achieve the goals envisaged in this regard.
