This meeting aims to inform about the objectives and methodology of organising this event, to guide the participation of regional actors, and to propose recommendations emanating from the experience of the regions.
Speaking on this occasion, the Wali of the Laayoune-Sakia El Hamra region and Governor of the Laayoune province, Abdeslam Bekrate, stressed that this meeting focuses on the achievements made within the framework of advanced regionalisation, particularly in its legal aspect, noting that this major project constitutes a strategic choice to implement various projects and programmes, in application of the High Orientations of HM King Mohammed VI aimed at achieving sustainable, equitable, and balanced territorial development.
Mr. Bekrate also called on the participants in this meeting to engage in these consultations, through the exchange of debates and the development of recommendations and proposals that will be presented during the second edition of the National Conference on Advanced Regionalisation.
For his part, the President of the Laayoune-Sakia El Hamra Regional Council, Sidi Hamdi Ould Errachid, indicated in a speech read on his behalf by the Vice-President of the Regional Council, Blahi Abad, that the implementation of the advanced regionalisation project remains a strategic choice of the Kingdom, with the aim of reducing territorial disparities and promoting social and spatial justice.
He also noted that this meeting is an opportunity to evaluate the progress of the advanced regionalisation project, which has been marked by the creation and establishment of the various structures of the Regional Council, within the framework of the implementation of Organic Law No. 111.14 relating to regions.
This meeting also aims to evaluate the performance of advanced regionalisation and to examine ways to accelerate the implementation of this major project, he continued.
At the end of the meeting, the participants issued a series of recommendations articulated around three priority axes, namely the provision of credits to finance and implement regional development programmes, the activation of the competencies attributed to the regions, and the acceleration of the implementation of the administrative deconcentration charter.
This regional meeting was marked by the organisation of six workshops focused on "strengthening the attractiveness of territorial spaces", "digital transformation, a prelude to the consolidation of participatory democracy", "convergence between decentralisation and administrative deconcentration in favour of productive investment", "financing of regional development programmes", "water governance in light of current challenges", and "development of a sustainable transport and mobility system".
Placed under the High Patronage of HM King Mohammed VI, the 2nd National Conference on Advanced Regionalisation, organised by the Ministry of the Interior in partnership with the Association of Regions of Morocco, aims to evaluate achievements and exchange best practices.
Through a constructive dialogue, the participants in this meeting will highlight successful initiatives and structuring projects carried out in the various regions, in order to encourage the exchange of expertise and reflect on innovative solutions adapted to territorial challenges.
