The members of the Council approved, during the proceedings of the ordinary session of the Administrative Council of the Regional Academy of Education and Training for the Laâyoune-Sakia El Hamra region, chaired by the Minister of National Education, Preschool and Sports, Mr. Mohamed Saad Berrada, in the presence of the Wali of the Laâyoune-Sakia El Hamra region, Governor of the Laâyoune province, the governors of the Smara and Boujdour provinces, and a number of elected officials, the draft continuous training plan for 2025.
In his opening speech, the Minister emphasized that this session represents a pivotal moment to accelerate the pace of educational reform and outline the desired public school, in accordance with a participatory approach that meets the expectations of students, their families, and educational staff, and aims to instill a new dynamic that seeks to achieve an impact within classrooms.
The Minister pointed out the role played by these councils given the importance of the topics included in their agenda and because they provide an opportunity to communicate with various stakeholders and members of the Administrative Council and enable monitoring of the progress and implementation of various projects.
For his part, the Director of the Regional Academy of Education and Training for the Laâyoune-Sakia El Hamra region, Hamdi Krita, presented a detailed presentation on the results of the implementation of the 2022-2026 educational reform roadmap, and the 2023/2024 procedural framework programs, in addition to the draft regional action program, the draft 2025 budget, and the continuous training plan for the same year.
The proceedings of this council were marked by the signing of performance contract addenda between the Ministry and the Academy for the year 2025, which aim to define commitments and strengthen governance to achieve the intended educational goals and indicators with the aim of improving the educational system.
These contracts seek to define the commitments of the contracting parties to achieve the strategic goals of the 2026 roadmap, represented in: ensuring the quality of learning, promoting openness and citizenship, and achieving compulsory education by reducing school dropout by a third.
These contracts are based on guiding principles based on establishing good governance and linking responsibility with accountability, supporting the role of the Regional Academy of Education and Training in implementing educational policies at the regional level, and enhancing its independence in terms of management, in addition to adopting management based on results and measuring impact.
The proceedings of this session also witnessed the signing of a group of partnership and cooperation agreements between the Regional Academy and a number of public institutions and civil society associations, which concern in particular supporting the regional implementation of educational reform in the Laâyoune-Sakia El Hamra region "2025-2027", and implementing the national program for inclusive education for the benefit of students with disabilities, and spreading and promoting the culture of human rights and advancing it within educational institutions affiliated with the region.
On the sidelines of the proceedings of the Administrative Council of the Regional Academy of Education and Training for the Laâyoune-Sakia El Hamra region, the Minister, accompanied by the Wali of the Laâyoune-Sakia El Hamra region, Governor of the Laâyoune province, Abdellah Bekkali, paid an inspection visit to the Youssef Ben Tachfine Primary School in Laâyoune, one of the pioneering institutions during the current school season.
This visit formed an opportunity to inspect the facilities of the institution and the digital and educational equipment that has been provided to implement this pioneering experience, as well as an occasion to stand on the efforts made by various stakeholders to make this ambitious project a success, which aims to address the difficulties of students and master basic learning.
Mr. Berrada and the accompanying delegation also paid a field visit to the "Sidati Salami Foundation for Openness and Training" in Laâyoune, during which he was briefed on the physical, administrative, and educational structure of this institution and the various workshops from which more than 300 enrolled students benefit, which are supervised and supported by 17 educational staff and 10 facilitators affiliated with partner associations.
