The Social Action Division (DAS) of the Hay Hassani prefecture launched a training programme on 27 October for the benefit of the various actors and stakeholders in the National Initiative for Human Development (INDH).
The training sessions scheduled over a duration of 34 days target local human development commissions, neighbourhood animation teams as well as associations and cooperatives carrying projects.
The executives of various divisions of the prefecture are also concerned by this programme, notably those working in the DAS, the human resources, budget, urban planning and technical affairs divisions. According to a well-informed source, this type of training interests actors operating in the field of development in general, including supervisors and directors of social protection establishments.
Hundreds of actors throughout the territory of the prefecture should benefit from this cycle of theoretical and practical training which will be supervised by specialists in the field.
According to the director of the DAS at the level of the Hay Hassani prefecture, the organisation of these training sessions is part of the valorisation of the human element supervised and trained in the development of associative work and in the strengthening of the support for local associations working in the human development sector.
The themes selected for these sessions essentially concern communication and information exchange techniques, the setting up of income-generating projects, monitoring, support and evaluation techniques, administrative and financial management, INDH procedures, good governance, the participatory approach, the creation and management of cooperatives, environmental protection, the new INDH orientation note and other themes relating to this important social project.
The training sessions are part of the regional programme for continuous training and strengthening of local capacities at the Hay Hassani level for the year 2014. This training programme aims to anchor the principle of continuous training in the development of the skills of associations, the integration of the associative fabric in the application of upgrading strategies defined within the framework of the INDH, and the development of human resources.
Created in accordance with ministerial orientations, the Social Action Division provides the secretariat for the provincial human development committee. In this capacity, it prepares draft agreements and contracts between the president of the provincial human development committee and the project leaders selected for the project management (MO) of these projects, it monitors the progress of local human development initiatives on behalf of the provincial human development committee, it ensures coordination between the provincial human development committee and the local human development committees and between the different neighbourhoods, and it prepares quarterly progress reports. Furthermore, it provides a support function for neighbourhood animation teams by providing them with the necessary support to carry out their mission and ensure participation at the local level.
The link between the social action division and the animation teams is not hierarchical, but solely based on its skills (support, advice and coordination). The social action division will be able to call on resource persons according to needs.
