The centre obviously has the mission of ensuring qualifying training for children with disabilities. This structure would never have seen the light of day without the partnership of the National Mutual Aid and without the precious contribution of the INDH and "Handicap International" which, let us remember, provided all the necessary material and equipment for sewing, knitting (machines), etc. A training plan was, moreover, initiated and concretised in time and space to strengthen the capacities of the staff (educators, paramedical agents...). On the medico-social level, the centre is equipped with a pole consisting of a rehabilitation unit for children and elderly people suffering from physical disabilities and a unit for the care of children in speech therapy. The number of rehabilitated patients has been in constant increase since 2009. In fact, the number of disabled people rehabilitated during these three years went from 297 individuals in 2009 to 325 in 2010 and to 355 in 2011. Each of these disabled people benefited from two sessions per week. The mission of the centre is not limited only to rehabilitation, but also to the distribution of medical equipment (wheelchairs, canes, crutches...) as well as the purchase of medicines and corrective glasses. The Centre takes care, from time to time, of the acquisition of tyres and inner tubes which are subsequently distributed to needy disabled people. Besides its main mission, the association carries out, within the framework of its multi-year programme, several other activities, notably those related to entertainment, culture, and sport.

Regarding achievements, the APSM proceeded in 2010-2011 to the construction of new sanitary facilities and a brand-new apartment, in addition to the extension of the kitchen and the layout of the residents' boxes. The association proceeded to the acquisition of a whole lot of equipment intended for the complementary equipment of the kitchen and the computer room and installed, moreover, with the contribution of the National Mutual Aid, solar panels for heating shower water. However, besides the structures made available to its residents with all the services and benefits rendered to them, the centre has a school intended for the exclusive reception of children with mild or moderate mental disabilities and wishing to receive pedagogical education. Their admission to this establishment is done on the advice of a multidisciplinary team. At the end of the debate, the participants congratulated themselves on the work and efforts provided by the outgoing committee, approved the two reports unanimously before renewing their confidence in the outgoing president, namely Dr Abdelaziz Mahfoud, re-elected to remain at the head of the APSM, an association of which he is the founding president.

As the budget deficit recorded on 31 December 2012 was 60,399 dirhams, and also given the delay this year in the receipt of funds from subsidies allocated by local authorities and the supervisory ministry (National Mutual Aid), the association is experiencing many difficulties in managing the current affairs of the centre in this first half of 2012. This delay, due to the late approval of the State budget, will surely have repercussions on the proper functioning of the APSM which, it is indicated, will not even have enough to pay the salaries for its staff (approximately 38,500 DH/month).

The financial report presented fixes the amount of expenses incurred on 31 December 2011 at the sum of 1,483,196 dirhams and that of receipts at 1,422,797 dirhams, i.e., a deficit of 60,399 dirhams.

Regarding the receipts of the APSM, they are essentially constituted of rents (341,500 dirhams), subsidies from local authorities (582,000 dirhams), and that of the National Mutual Aid (130,000 dirhams), as well as foreign donations (369,200 dirhams).

-* In 2009, out of the 12 students welcomed, 6 of them managed, thanks to the teaching staff, to integrate into public education.

-* From 2009 to 2011, the total number of students who attended this establishment is 374, including 140 girls.
