Rabat: ONEE holds the 8th session of its Board of Directors
The 8th session of the Board of Directors of the National Office of Electricity and Drinking Water (ONEE) was held on Monday in Rabat, under the chairmanship of the Minister of Economy and Finance, Nadia Fettah, on delegation from the Head of Government, Aziz Akhannouch.

The work was mainly devoted to the approval of the 2025-2030 equipment plan and the Office's action plans and budgets, as well as to the examination of the balance sheet of achievements and accounts.

In her opening address, Ms. Fettah stressed the importance of this session of the Board, which comes in a context marked by major challenges related to the energy transition and water stress.

She praised the commendable efforts of ONEE and its teams aimed at implementing the High Royal Orientations in the fields of energy, water, and sustainable development.

For his part, the Director General of ONEE, Tarik Hamane, highlighted the profound changes that the electricity and drinking water sectors are undergoing, reports MAP.
He thus stressed the mobilization of the Office to meet the challenges related to water stress, the increase in demand, and the rise in fuel and raw material prices and their volatility.

Mr. Hamane specified that the Office's action plans will be oriented more towards supporting the initiatives for the decarbonization of the national economy and the promotion of private investment. Similarly, the Office has launched several strategic projects aimed at the overhaul and sustainability of its model, the modernization of its management, and the reliability of its management tools.

Mr. Hamane presented the ONEE's balance sheet for the 2022-2024 period, highlighting the realization of an investment program of more than 22 billion dirhams (MMDH), including 10.7 MMDH for electricity and 11.3 MMDH for drinking water and liquid sanitation.

These investments brought the installed electrical power to 12,017 MW, of which 45.4% is in renewable energies, thus approaching the target set by the Kingdom to bring their share to more than 52% by 2030. These achievements also allowed for the equipping of a total drinking water flow of 86.3m3/s, thus bringing the access rate to drinking water in rural areas to 98.8% for the benefit of approximately 13.55 million inhabitants, in addition to the construction of seven new seawater desalination plants with a capacity of 71.5 Mm3/year.

In 2024, the Office ensured the satisfaction of electricity demand, which reached 45,713 GWh, an increase of 3.9% compared to the previous year, with a peak consumption of 7,580 MW. Regarding the drinking water activity, the Office's production in 2024 stood at 1,374 Mm3, including 934 Mm3 from surface water, 374 Mm3 from groundwater resources, and 66 Mm3 from seawater desalination.

The DG of ONEE then presented the 2025-2030 equipment plan, focused on the development and implementation of projects aimed at accelerating the energy transition through the massive integration of renewable energies, the development of adequate storage and flexibility means, and the strengthening of the transport and expansion network, which will allow reaching an installed capacity rate in renewable energies of 56% by the end of 2027.

This equipment plan covers a total envelope over the 2025-2030 period of 177 MMDH for electricity and 43 MMDH for drinking water, to be financed up to 72% by the private sector.

This plan provides for the implementation of a development program for renewable electricity production capacities of 100 MMDH, for a capacity of 12.5 GW, representing 80% of the additional capacity planned for the 2025-2030 period.

The realization of this EnR (renewable energy) program requires the anticipation of storage and flexibility solutions through, in particular, the realization in 2026 of battery system projects (BESS), with a total capacity of 1,600 MWh, and a program of natural gas combustion engines with a capacity between 300 and 450 MW as well as the El Wahda gas turbine power plant of 990 MW, whose commissioning is scheduled for early 2027.

Regarding the drinking water activity, the equipment program for the next five years is focused on securing the production of drinking water and strengthening the supply intended for rural areas as well as optimizing the efficiency of existing production networks. At the end of this program, the desalination capacity planned in relation to drinking water needs in capacity will reach 63% in 2030.

At the end of these discussions, the Board approved all the resolutions submitted to it, which are in phase with the Office's objectives, both in terms of developing ONEE's activities and in terms of improving its technical and managerial performance.

Also taking part in this session were members of the Board of Directors, representing the concerned ministerial departments, the DG of the National Agency for Strategic Management of State Participations (ANGSPE), as well as ONEE officials.
