The way a number of festivals are managed in the city of Oujda reveals a clear ability among authorities and officials to mobilize capabilities, provide resources, and ensure organization and official presence in the front rows. However, this organizational capacity does not find the same resonance in managing files related to the daily life of the residents, primarily infrastructure, rainwater drainage networks, road maintenance, and neighborhood rehabilitation. This creates a paradox between a city that can provide all the conditions for the success of events, while failing to guarantee the minimum safety conditions during limited rainfall.
