Urban planning: Rabat-Salé-Kénitra to acquire a high-performance regional observatory
Created to observe, monitor, and analyse the territorial dynamics of the Rabat-Salé-Kénitra region, the ORDI-RSK aims to improve knowledge of the territory and strengthen the capacities of regional actors in terms of analysis and decision-making support. Land use planning: The Regional Observatory for Integrated Development of Rabat-Salé-Kénitra (ORDI-RSK) is preparing to enter a new phase of deployment. Technical, methodological, and strategic assistance is planned to strengthen its management, consolidate its data and indicators, develop its digital tools, and improve the production of territorial analyses. The objective is to make it, in the long term, a sustainable regional tool for observation and decision-making support. The details. The Regional Observatory for Integrated Development of Rabat-Salé-Kénitra (ORDI-RSK) is preparing to strengthen its management capacities and accelerate its operational deployment. The supervisory ministry has, for this purpose, just launched a call for tenders to benefit from technical, methodological, and strategic assistance intended to accompany the implementation, management, and valorisation of this Observatory. The objective is to evolve the ORDI-RSK, currently in the structuring phase, towards a fully operational observatory, endowed with solid mechanisms for governance, management, production, analysis, and dissemination of territorial information. The mission will thus have to ensure the continuity of the work undertaken and contribute to the sustainability of the system. The planned support will focus in particular on the implementation of the Observatory's roadmap, through the translation of strategic orientations into operational action programmes, as well as on the establishment of monitoring, evaluation, and reporting tools. Emphasis will also be placed on strengthening the regional data and indicator system. It will be a question of improving the capacities for collecting, structuring, qualifying, and analysing territorial data, while harmonising the methods and standards used. The RSK_Numéric platform will also have to be further exploited in order to become a true support for the functioning of the Observatory. It will notably facilitate the collection, management, cross-referencing, analysis, spatialisation, and dissemination of territorial information. The ORDI-RSK will also have to strengthen its capacity to produce territorial analyses, dashboards, maps, and notes intended to inform the decision-making of regional actors. A strategy for 2034 The mission also provides for the development of a communication and valorisation strategy for the 2028-2034 period, intended to increase the visibility of the Observatory and promote the appropriation of its productions by institutional partners and territorial actors. A dedicated web portal will also have to be set up to ensure the dissemination and valorisation of the ORDI-RSK's productions, in coherence with the technological orientations of the Observatory and the functionalities offered by RSK_Numéric. Finally, the support should make it possible to evaluate and update the existing roadmap, while defining a new strategic vision for the development of the ORDI-RSK for 2028-2034. This will have to specify the priorities, the methods of consolidation, and the prospects for the evolution of the Observatory. "The Regional Observatory for Integrated Development of Rabat-Salé-Kénitra (ORDI-RSK) constitutes a regional system dedicated to the observation, monitoring, and analysis of the territorial dynamics of the Rabat-Salé-Kénitra region. It is intended to contribute to a better knowledge of the territory and to strengthen the capacities of regional actors in terms of observation, analysis, and decision-making support, by making available to them structured, reliable, and regularly updated territorial information. In this context, the ORDI-RSK intervenes notably in the collection, structuring, consolidation, analysis, and valorisation of territorial data at different scales, in the fields of architecture, urban planning, land use planning, and integrated regional development. The establishment of this observatory thus responds to the need to have a structured framework allowing the cross-referencing of data produced by the different actors of the territory, to monitor the main territorial developments, and to produce analyses and indicators useful for planning and decision-making," indicates the Ministry of National Land Use Planning, Urban Planning, Housing and City Policy. Created to observe, monitor, and analyse the territorial dynamics of the Rabat-Salé-Kénitra region, the ORDI-RSK aims to improve knowledge of the territory and strengthen the capacities of regional actors in terms of analysis and decision-making support. It must notably allow for the centralisation and cross-referencing of data produced by the different actors in order to better monitor territorial developments. Several works have already been initiated since the development of the first roadmap. They relate in particular to governance, data and indicator needs, observation and analysis capacities, as well as the mobilisation of the RSK_Numéric platform. These advances have made it possible to lay the first operational foundations of the Observatory. The new project now aims to move from a structuring and framing phase to a consolidation and operational deployment phase. This evolution requires better coordination of the different components of the Observatory, harmonisation of methods and tools, as well as regular support for the actors involved. The ambition is to make the ORDI-RSK a sustainable regional tool for observation, territorial analysis, and decision-making support, capable of producing and valorising reliable, structured, and regularly updated information.
