Meeting in an extraordinary session, the Fès Prefectural Council adopted several projects concerning, among other things, the fight against substandard housing and crime.
The Fès Prefectural Council, meeting in an extraordinary session, adopted several partnership agreements concerning the fight against precarious housing, the improvement of the urban landscape, the equipment of regional security for the fight against crime, as well as the reprogramming of the budgetary surplus for the 2015 financial year. Thus, the first partnership agreement concerns the financing of the complementary program of the priority project aiming at the relocation of 1,200 households, whose homes are threatening to collapse, in the under-equipped neighborhoods of Jnanates, North Zone, Sahab El Ward, and Aouinat Al Houjjaj. This complementary program, the total amount of which is 48 million DH and whose financing will be provided by the Ministry of Housing and Urban Policy, through the "Solidarity Fund for Housing and Urban Integration", concerns destitute households that have urgently evacuated their precarious homes with the intention of acquiring low-cost economic housing (140,000 DH) in the Al-Gaada zone. According to the President of the Prefectural Council, Houcine El Abbadi, this total amount of 48 million DH, spread over three years (2015-2017), will allow each affected family to benefit from financial support of 40,000 DH as aid for the acquisition of moderate-cost economic housing. A commission for conducting the relocation operation of the families will be constituted.
It will be placed under the presidency of the Wali of the Fès-Meknès region and Governor of the Fès prefecture, with the participation of representatives of local authorities and the Regional Directorate of Housing of Fès-Boulemane. In the same vein, the prefectural assembly approved the transfer of a credit of 3 million DH to activate the granting of "direct aid" to affected households, whose dilapidated homes collapsed recently in the Aïn Nokbi neighborhood following bad weather. On the other hand, the council adopted a partnership agreement with the Fès regional security prefecture, by virtue of which a subsidy of 1 million DH will be granted to it for the acquisition of transport means, computer equipment, and surveillance and road traffic control cameras.
With the contribution of the urban commune of Fès (6 million DH) and the Fès-Meknès Regional Council (8 million DH), the regional security will thus benefit from 15 million DH for the strengthening of its means of fighting crime, according to the president of the prefectural assembly. Finally, to improve the urban and environmental space and the beauty of the city and the communes under the Fès prefecture, a partnership agreement signed with the National Promotion delegation of Fès now allows the Prefectural Council to provide the latter with logistical and financial assistance. Thus, utility vehicles and a monthly fuel allowance of 15,000 DH will be allocated to the said delegation for, notably, the pruning of roadside trees, weeding, the cleaning of wadis, and beautification works. The prefectural assembly, moreover, adopted the programming of the budgetary surplus for the 2015 financial year, of an amount of nearly 2.6 million DH, for the repair and maintenance of the Prefectural Council headquarters and its equipment with computer and office supplies, the maintenance of the famous "Jnane Sbil" square, and the realization of studies for local development.
