The president of the Chamber of Modern Notaries of the North, Kamal Rachoui, and the president of the regional council of notaries of the Rennes Court of Appeal in France, Jean Dugor, signed a twinning agreement between the regional bodies of the two notariats on Tuesday, April 2, in Tangier. "This twinning agreement is part of a cooperation protocol signed on March 16 between the French High Council of Notaries and the National Chamber of Modern Notaries of Morocco," affirmed Mr. Rachoui.

Furthermore, this national cooperation agreement has given rise to twinning protocols between regional bodies of Moroccan and French notaries, the first act of which was concluded between the two regional Chambers of Notaries of Rabat and Paris. According to Mr. Rachoui, this first convention was followed by a second twinning pact concluded between the two regional Chambers of Notaries of Fès and Versailles, and a third between the two regional Chambers of Notaries of Casablanca and Bordeaux. He continued that the current convention between the notariat of the North and that of Rennes, which has some 735 notaries, is a continuation of this series of acts concluded between the previous regional bodies. "This type of convention will help strengthen friendly relations between the two countries in general, and give a boost to the notariat," he stressed.

According to the data provided during the signing ceremony of this twinning convention, it will, among other things, serve Moroccans residing in the Rennes region in France, promote the attractiveness of the Kingdom, and facilitate investment by the French in Morocco in general and in the Tangier-Tétouan region, which is undergoing a major economic transformation. "Moroccans form the third largest foreign community settled in the Brittany region, which has the city of Rennes as its capital, while a significant number of French people are interested in economic and business opportunities in the region," specified Mr. Dugor.

Given its importance as the second Moroccan economic hub after Casablanca, "Tangier was chosen to host the fifth symposium of Mediterranean notariats, scheduled for 2014," recalled the president of the National Chamber of Notaries, Ahmed Amine Touhami. It should be noted that the representatives of the two partnerships commit themselves through the current convention to strengthening their exchanges in the fields of training, good governance of ordinal structures, and strengthening the role of new technologies in notarial practice.
