Mohammedia has just acquired 260 additional rubbish bins, including 100 of large capacity to preserve the aesthetics of the city. According to Roger Vincent, operations director of Sita-El Beïda Mohammedia, the company delegated for the collection of domestic waste, a budget of 350,000 dirhams was reserved for this operation which aims to increase the capacity of the containers and thus avoid the gathering and overflowing of the bins. Furthermore, the fleet has been reinforced, in accordance with the agreement established between the urban commune and Sita El Beïda. Two new-generation trucks have been operational since November 2013 to improve the availability and reliability of the vehicles. It should be noted that the daily collection rate of household waste in Mohammedia is approximately 97%. Based on the average daily production of the inhabitants of Mohammedia, which is approximately 0.82 kg/day/inhabitant, Sita El Beïda Mohammedia plans to collect more than 80,000 tonnes of household and similar waste in 2014. At the end of July, the tonnage collected was 47,000 tonnes.
Nevertheless, despite this dynamic, several constraints continue to disrupt the smooth running of the service. For example, the specifications for the operation of the city's cleaning services and those for the operation of the landfill are carried out with disparity. In addition, green waste is thrown away randomly. Added to this is the problem of rubble and ragpickers. The manager of household waste collection in Mohammedia also deplores the absence of parking spaces in the city, the problem of street vendors, and informal markets. "Some inhabitants who lack civic-mindedness," explains an associative actor in the region, "worsen the situation by stealing, damaging, and moving the rubbish bins". To this are added constraints of non-compliance with the trucks' passage schedules. As a result, the city of Mohammedia needs more effort from both sides to put an end to the problem of piled-up waste, knowing that the urban commune has conceded this service to Sita El Beïda to prevent rubbish from accumulating in different parts of the city. A memorandum of understanding was signed between the two parties for the scrupulous respect of the specifications. "The most important thing," stresses a group of citizens, "is the control and monitoring of collection operations. We must also think about optimising waste collection, its recovery, but also its treatment. The various cleaning operations extend throughout the year so that Mohammedia regains its tranquillity of yesteryear, its appeal, and becomes a destination of choice for visitors". Indeed, the implementation of an awareness campaign and an integrated cleaning plan throughout the city will facilitate collection operations. A controlled landfill: The controlled landfill of Mohammedia-Benslimane, with a total capacity of approximately 5 million m3, is based on the rational storage of solid waste in order to avoid any risk of nuisance to human health and the environment. It is located on a site of a fairly impermeable lithological nature, and designed to accommodate five large-sized cells, which are dug as needed, controlled, and made up of drainage and collection networks, allowing the leachate formed in the landfill to be recovered and treated while respecting the values set relating to water withdrawal and consumption. After the dumped and spread waste is regularly compacted, a daily soil cover is used to limit the flight of light fractions and to counteract the presence of animals. And following the filling of the cell, the whole is covered with a final cover allowing the fight against erosion and the increase of evaporation to allow the improvement of its insertion into the landscape. Also equipped with a biogas drainage network, the current controlled landfill of Mohammedia-Benslimane constitutes a storage, treatment, and recovery centre with certain rules that allow for avoiding impacts on the environment, mastering fermentation phenomena by controlling the nature and flow of buried waste and liquid and gaseous flows, and taking into account aspects of implementation conditions, control of environmental impacts, and measurement and monitoring of operations, according to Ecomed Mohammedia, the company that manages the said landfill over a period of 20 years.
