This partnership, concluded by the President of the Urban Commune of Mohammedia, Mohamed Mfadel, and the Mayor of Oeiras, Paolo Vistas, concerns collaboration and the exchange of experience and expertise in several fields, including the economy, culture, health, and education. The sports and environment sectors are also included. Furthermore, training for the staff of both communes is on the agenda. A joint action plan will be established annually by representatives of the two cities. This twinning is thus an opportunity to deepen the good relations that exist between Morocco and Portugal.

It is also a privileged way to place the collaboration between the two cities in a historical, cultural, and economic context. It should be recalled that a declaration of intent for twinning was signed in March between Mohammedia and Oeiras. The Portuguese delegation, visiting Mohammedia until 10 June, highlighted the importance of this agreement, the first of its kind with an Arab city. This twinning will allow the inhabitants of both communes to get to know each other, reflect on common issues, and share experiences. Thus, it will facilitate the meeting of two different cultures based on common ground. Located in the Lisbon district, Oeiras has 168,475 inhabitants. The city, which covers 45.7 km², possesses numerous industrial and commercial activities. The establishment in Oeiras of many scientific research centres, and in particular the Science and Technology Park, creates an environment conducive to research and studies. This city is best known for its vast historical and architectural heritage. The two centrepieces of this heritage are the Palace of the Counts of Oeiras, or the Palace of the Marquis of Pombal, and the Fort of San Julião da Barra. Oeiras also possesses a beautiful building: the former black powder factory of Barcarena, founded in the 16th century. This twinning comes in a particular context marked by numerous reforms. Morocco, like Portugal, has embarked on a positive and constructive dynamic in favour of promoting exchanges in various fields. Politically, the two countries have, beyond their centuries-old relations, always opted for the resolution of regional and international conflicts through political and diplomatic channels.
