A small village near Sidi Bennour, El Karia has become a vast shanty town that local elected officials have long ignored.

The town of El Karia, which still encircles the city of Sidi Bennour, is unrecognisable today. It is now dilapidated and disfigured by anarchic and wild urbanisation that in no way respects the general interest. Currently, this shanty town, which has expanded, is marked by the absence of appropriate infrastructure and roads. Potholes and crevices of all kinds make these roads so impassable that only donkeys pulling carts can make their way through.

Wastewater flows right in the middle of the road. Makeshift stables are set up in the middle of the town. Rubbish piles up, attracting flies and mosquitoes, as cleaning companies rarely pass by. And the few spaces considered as "rubbish dumps" are constantly overloaded and overflowing with waste for weeks.

As for illicit constructions, they are proliferating without any control. Residents and shopkeepers have also deserted the area. Bread has disappeared from the bakeries and the few products are sold in the open air, exposed to exhaust fumes and dust. The residents are tired of this situation, but are content to endure their miserable condition. Some nevertheless regret that their small town has lost much of its charm, cleanliness, beauty and living environment.

Today, only evil gnaws at the citizens of this village. The authorities have for many years abandoned this place. Faced with this situation, one asks the question: what are the services concerned doing, and especially those of the INDH? Does the upgrading of this town not require a rapid and urgent intervention within the framework of the INDH programme?

Be that as it may, in view of this situation, the responsibility lies primarily with the various services concerned and the elected officials who have succeeded one another and who, through incompetence or indifference, have let this town wither and become a sort of "dumping ground". El Karia requires a serious mobilisation of public authorities, elected officials and citizens.

Programme Cities without Shanty Towns

The province of El-Jadida had signed an ambitious programme with local partners within the framework of the VSB (Cities without Shanty Towns) Programme to eradicate all shanty towns in the region. Sidi Bennour was, among other things, to have all anarchic constructions razed since 2007, notably those of:

- Douar Al Abdi, demolition of 194 shacks,

- Douar El Fatmi, demolition of 120 shacks,

- Commune of Bouhmame (El Karia), demolition of 1,925 shacks.
