The Sovereign thus proceeded in the commune of Béni Bouayach to the launch of the integrated urban upgrading programme of the city (2013-2015), as well as to the inauguration of a reception, training and insertion centre for women in difficult situations and a social centre for the reception, training and integration of young people. H.M. the King also proceeded in the commune of Aït Youssef Ouali to the inauguration of the "Ghiss-Nekkor" inter-communal wholesale market and the Al-Hoceima inter-communal slaughterhouse. Reflecting the High solicitude with which the Sovereign surrounds His citizens and the constant desire of H.M. the King to ensure them the conditions for a dignified life, the integrated urban upgrading programme of the city of Béni Bouayach focuses on the requalification of under-equipped neighbourhoods, the protection of the commune against the risks of flooding, the strengthening of the road network, the rehabilitation and extension of electrical, sanitation and drinking water networks, and the development of the economic base. Endowed with a budget of more than 206 million dirhams, this three-year programme also provides for the construction of sports fields, a socio-sports complex, a commercial complex, a mosque, as well as the development of public squares. This programme will be realised within the framework of a partnership between the Ministry of the Interior, the Ministry of Housing, Urban Planning and Urban Policy, the Ministry of Youth and Sports, the Agency for the Promotion and Development of the Provinces and Prefectures of the North of the Kingdom, the National Office of Electricity and Drinking Water, the National Initiative for Human Development, the High Commission for Water and Forests and the Fight against Desertification, the Loukkos Hydraulic Basin Agency, the Provincial Council, and the urban commune of Beni Bouayach. The reception, training and insertion centre for women in difficult situations, realised within the framework of the INDH for an overall investment of 3.4 MDH, will allow legal assistance and the necessary orientation to be provided to women in distress, to strengthen their capacities, to raise their awareness, and to take care of them in the best conditions. Housing workshops for cutting-sewing and manual work, computer and literacy rooms, the new centre will provide beneficiary women with training that will ensure their economic and social independence. This project with a strong social impact also testifies to the particular attention that the Sovereign accords to women's issues, by erecting the promotion and protection of their rights to the rank of priorities of social policy and by associating them fully with the national development effort, on an equal footing with men. As for the social centre for the reception, training and insertion of young people, it relies on training through apprenticeship as a tool for social and professional integration. Having mobilised a budget of 3.6 MDH, the new centre should contribute to the development and socialisation of young people, as well as to the development of their skills for better insertion into the job market. The two projects inaugurated by the Sovereign in the commune of Aït Youssef Ouali, namely the "Ghiss-Nekkor" inter-communal wholesale market and the Al-Hoceima inter-communal slaughterhouse, aim, for their part, at the organisation and restructuring of the sectors concerned and the fight against informal practices that risk harming the health of citizens. Thus, the inter-communal slaughterhouse was realised on an overall area of 10,000 m2 for an overall investment of 25 million dirhams. Compliant with the standards of the National Office for Food Safety, the new slaughterhouse includes slaughter rooms (cattle, sheep, and goats) and storage, cold rooms, a wastewater treatment plant, a holding area, a quarantine space, and an incinerator. Fruit of a partnership between the Agency for the Promotion and Development of the Provinces and Prefectures of the North of the Kingdom, the "Ghiss-Nekkor" communal group, and the Andalusian Agency for International Cooperation, the Al-Hoceima inter-communal slaughterhouse has a daily production capacity of 100 cattle and 150 sheep and goats. As for the "Ghiss-Nekkor" inter-communal wholesale market (23 MDH), it was realised on an overall area of 30,380 m2 and includes a fruit and vegetable hall, storage spaces, truck sales spaces and a free sales space, a restaurant, and a weighbridge. This project is the fruit of a partnership between the Ministry of the Interior and the Agency for the Promotion and Development of the Provinces and Prefectures of the North of the Kingdom. These various projects should breathe a new dynamic into economic activity in the region, create more jobs, and strengthen the attractiveness of the Al-Hoceima province.

After Imzouren, it is the turn of the communes of Beni Bouayach and Aït Youssef Ouali (Al-Hoceima Province) to see their basic infrastructure consolidated thanks to the projects launched or inaugurated, Saturday, by His Majesty King Mohammed VI, may God assist Him.
