Inflated invoices, fictitious expenses, financial management errors, cronyism and favouritism in the granting of subsidies to associations, premeditated waste of the commune's financial resources, monopoly of the commune's supplies by three suppliers, and a total of 388,097.50 dirhams as unjustified expenses just for the second half of 2009 and 2010.
These are the conclusions of the expert sworn before the Safi Court of Appeal, tasked by the King's Prosecutor General under order n°95/c/10 dated 30/05/2011 to audit the financial management of the Ait Daoued commune in Haha, in the province of Essaouira. This audit was at the origin of the legal proceedings currently underway against the president of the said commune.
The affair dates back to April 20, 2010, when five opposition councillors had filed a complaint against the president of the commune reporting the squandering of public funds during the first six months of the current municipal council's mandate.
The expert's report, with figures and testimonies to support it, mentions shocking indicators, among others, the allowances granted to the president, the daily average of which had reached 1000 dirhams.
On the other hand, the majority of the communal council has just rejected the 2011 administrative account.
