It is in the rural commune of Timoulaye, about sixty kilometres northeast of Guelmim, that more than 400 militants attended the ordinary session of the USFP Provincial Council under the theme “Party organization and the challenge of the future”. The session of MP Houcine Oudmine was chaired by the provincial head of the party, Abdelwahab Belfkih, and was attended by all the party's sections across the province as well as numerous personalities from the business world at the local level.
Also present were M’Barek Nafaoui, member of the House of Councillors, president of the Asrir rural council, Fatima Lamrani, member of the same council, representing the Ittihadi women, as well as representatives of the Ittihadi Youth. During his speech, Houssine Mansouri gave a history of the party's activities and the great sacrifices that its militants have made to promote democratic values, insisting on the importance of the presence of a member of the party's Political Bureau, from the region. Taking the floor, the provincial secretary insisted on the fact that the party intends to tighten ties with its militants. To do this, he said, it is essential to give priority to the creation of local sections in the various communes. Adding that these efforts and sacrifices must be made by all militants, at the social and intellectual level. Among the priorities cited by the provincial official, the setting up of youth and women's sections to promote the party's achievements and attract new members.
Fatima Lamrani, for her part, insisted on the preponderant role that women play in society and on the need to give them more interest, given their ability to assume many responsibilities, citing the achievements accomplished by women, at the provincial level, through the creation of cooperatives.
The president of the Guelmim municipal council, a member of the Political Bureau, welcomed the party's militants as well as representatives of other organizations, businessmen, and the party's guests, who came to attend the work of this session. He placed particular emphasis on the Royal initiative to counter the American position relating to the expansion of MINURSO's responsibilities to human rights in the Moroccan provinces of the Sahara. Belfkih then highlighted the role he played in this file, in his capacity as a member of the USFP Political Bureau, through meetings with diplomatic representations accredited to Morocco, to explain the ins and outs of this file. Regarding what he designated as a conflict with his enemies, the first local official of the USFP denounced their attempts to denigrate his achievements in the province, indicating that the PJD works in an illegal framework, highlighting the failure of the government led by this party and its inability to achieve its campaign program on the basis of which it had been elected, insisting on the fact that no improvement has been made since this party has been in power. Addressing other files, including that of direct recruitment rejected by Benkirane, the socialist official declared that the head of government's decision is unacceptable, given the particular situation of the Saharan provinces. Specifying that if the Northern regions have industries and important sources of employment, the Southern provinces have an exceptional status and the State must deploy more efforts for their development. Also, he added, the only possibility of employment remains direct recruitment and the government must assume its responsibilities in this sense.
At the local level, Belfkih emphasized that since he has been at the head of the municipality, Guelmim has experienced a dynamic in all sectors and on all levels. Regarding coordination between the different communes of the province, he indicated that he was able to unify more than 20 communes. Which no one had been able to achieve before him, especially since some communes had no electoral program.
The member of the USFP Political Bureau emphasized that he is prepared for any audit of accounts by militants, control institutions of competing parties, or State bodies. Concluding his speech, he specified that the university core was a challenge for the success of which he waged a war on different fronts. Now that it is achieved, everyone must be united to meet the challenge. To do this, he added that an amphitheatre will be built before the start of the next university year.
