Harhoura is a small Moroccan seaside and residential agglomeration, located on the edge of the Atlantic Ocean, just south of Rabat, the capital. It is part of the Skhirat-Temara prefecture, within the Rabat-Sale-Zemmour-Zaer region.

Since the administrative reorganisation of 1992, Harhoura has had the status of an urban commune. Previously, its territory depended on the commune of Temara.
