From Taourirt to Benkirane

Taourirt, which you must have certainly heard of, is a city whose present and future seem to be held hostage by a certain way of life and conduct having been established in Taourirt society by irresponsible practices that have ended up destroying the "little Paris" that Taourirt was, thus becoming a cemetery of beautiful memories, lost dreams, and the civil and political rights of the people. For tens of years, what it would be appropriate to call organised crime has modified the urban landscape of Taourirt, killed the legitimate ambitions of honest people, enriched the direct actors in the management of public goods, in a spectacular, readable, and murderous way of any hope of belonging one day to a country that protects the rights of others, of the powerless, and that makes the law reign. Taourirt has been divided, its lands have constituted the easy and simplified illegal playground to be an inexhaustible source of wealth, the lands of ethnic communities have been allocated according to the personal interests of some, most often with the complicity of the legitimate representatives of these collective lands, the causes to appropriate the lands have multiplied, some allocated to industry, others to cooperatives, others to common goods, and yet nothing has been done concretely, and the reasons for which all the facilities for acquiring these lands seem to have been only an alibi, a lie orchestrated, well mounted. There are rumours circulating in Taourirt about the implications of one and the other, these rumours are very serious if they turn out to be correct and true because not only will this confirm the kidnappings of the common goods of Taourirt, but will reveal how some state officials can let themselves go to the temptations of gains and wealth by contributing to the humiliation in groups of people and to the crushing of their dignity. These rumours, Mr. Head of Government, are nourished by concrete, existing facts which in no way honour the new constitution of Morocco. In the summer of 2011, the people of Taourirt were waiting for the beneficial steps of His Majesty the King in their city, he was visiting the Oriental and Taourirt was on the programme, to the general surprise, this visit was cancelled, His Majesty the King who has never missed an appointment given to the people of Taourirt disengages from his visit because the officials of Taourirt have done nothing to honour this visit, have achieved nothing and seem not to have even understood the meaning of the particular interest granted by the King to the Oriental region as a whole, of which Taourirt is a part. The inhabitants of Taourirt were disappointed, they who had no more hope before, who started to believe in it since His Majesty the King visited their city and has returned there most often, Taourirt had become embellished, the people felt motivated and animated for this important event that was the royal visit, and then, a simple cold shower, a frustration, a feeling of forgetfulness, desolation, and anguish. Last summer, in June 2012, the King returned to the region, Taourirt was not even mentioned, which reinforces this feeling among the people of Taourirt of having been forgotten, abandoned to their fate, left at the mercy of vultures having sucked all of Taourirt and having acquired the state systems to their assets, for never having been the subject of an investigation or control or verification, neither the IGF, nor the Ministry of the Interior, nor that of housing, nor the Court of Auditors, nor even a question asked here or there in the spheres of power. Understand, Mr. Head of Government, that Taourirt is part of Morocco, and that you have the responsibility and personally I also hope the conscience, all the conscience to turn to its case, Morocco is not only the institutional procedure, project and exhibitions in parliament, the deep Morocco are cases similar to the tragic destiny which supposes a very particular attention on the part of the officials, you are the head of the government, the first person responsible for the organs of the state, you can know everything about Taourirt, you can manage to understand how Taourirt was divided into lots, into zones? How some got rich? Make the link between new wealth and the responsibility of managing public goods? How Taourirt knows neither culture nor social, just the hard and the building? How the expansions of the city are programmed? How the conclusions of interests were verified between the Alomrane establishment and the needs of the city of Taourirt? How especially the lands of ethnic communities were invaded and transferred? How the budgets for upgrading the regions were spent? What are the achievements of the INDH among others? A simple orientation on your part as head of government will make the other supervisory departments act to realise it, to report to you the findings and conclusions, to give you what to justify your intervention in order to restore to the people of Taourirt their dignity and their common goods, in order to strengthen in them the feeling of belonging to Morocco. The lords of Taourirt have their men in Rabat, their supports and their guardian angels, everything seems to be buyable, except the blessing of God and his BARAKA, it is on this divine force that the people of Taourirt count to see Mr. Head of Government act so that justice is done and to set the clocks to the right time. Taourirt needs urgent actions to reorient its future, Taourirt has rights as an agglomeration and as a population, you are the first person responsible for protecting these shared values.
