Total coverage in urban planning documents

The coverage rate of the Laâyoune-Boujdour-Sakia El Hamra region with urban planning documents reached 100% in 2012, according to the activity report of the Laâyoune Urban Agency for the year 2012.

The number of urban planning documents developed within the territorial jurisdiction of the Laâyoune Urban Agency, which extends to the provinces of Laâyoune, Tarfaya, and Boujdour, reached 17 urban planning documents during 2012, which saw the processing of 831 files, of which 590 were approved (71%).

The agency, through its control department, carried out 432 inspection tours in 2012, in coordination with the technical services of the communes and provinces. These tours made it possible to visit 802 construction sites and identify 537 infractions.

According to a report drawn up by the services of this agency, the 2013 action plan aims to ensure urban upgrading, promote the architectural landscape of the urban fabric, control the urbanisation movement along the coast, and give increased attention to rural areas.

The report also highlighted the actions initiated in 2012, which saw the launch of a master plan for the urban development of the cities of Laâyoune, Tarfaya, and Almarsa, the launch of studies for the realisation of development plans for Boujdour and Foum El Oued, the completion of the communal development plan for Akhfir, the development of the development plan for the Dcheira commune, and the monitoring of the development plan in Boucraâ.

The agency also ensured the development and monitoring of other studies relating to urban planning, the implementation of the guidelines of the urban qualification programme, the updating of cartographic references and topographic maps, and the improvement of services in the field of urban management. Studies that aim to preserve the Atlantic coast from any anarchic urbanisation likely to alter the coastal landscape, to create new wealth in relation to the development of coastal tourism, and to achieve a balance between urban and rural environments and concretise integrated development in the rural world.

The objectives of this plan also consist of creating local and regional development hubs, defining the mechanisms and choices necessary for the rehabilitation of the function of urban centres, and improving the architectural quality of the cities of Laâyoune, Boujdour, and Tarfaya.
